for development. Its quality determines the status of development in industry, technology,
research and culture. The role of higher education in immensely critical and catalytic.
Higher level skills and values are development at this level. If higher education is
improved, other levels of education will automatically improve , as skill and knowledge
will percolate through teachers and researchers . The industrial sector too is likely to
get well trained and knowledgeable managers ,accountants and engineers . Government will
be manned by education bureaucrats, wise politicians and responsible teachers. All the Commissions and Committee on higher
education including Radhakrishna Commission (1948), Kothari Commission (1964-66), Acharya
Ramamurti Committee (1990) and janardhan Reddy Committee (1992) have emphasized the
development of academic staff college as an important alternative for educational
transformation. New methods of teaching and educational technology along with the developments in Information Technology have made the job of a teacher both exact and demanding . There has been knowledge explosion in every discipline. A college/university teacher has to continuously update his knowledge in his chosen field of expertise , or run the risk of becoming totally outdated in a very short period of time . It is, therefore, necessary to provide systematic and organized orientation programmes for the large number of teachers at the colleges and university level. Establishment of ASC and its activities: In pursuance of the Programme of Action of
NPE (1986), the UGC set up Academic Staff Colleges in the Country for enhancing the
professional competence of the teachers in higher education. The teachers are the future managers of
education enterprise. Therefore, they must develop insight into the dynamics of working in
the education system. The The executive council (presently Management
Council ) at its meeting held on 31-12-1987 accepted the ASC scheme sponsored by UGC at
this University as per Govt. resolution bearing No. UGC/1487-719/UNI-3/Cell dated 8th
July, 1987. Accordingly , the UGC established the ASC in this University in October, 1987
. The ASC in this University organized specially designed Orientation Courses with the
objectives of improving the teachers understanding about social problems and seeking
appropriate solutions , inculcating teaching skill, equipping them with professional
management skill, and developing them into vibrant and integrated personalities . The ASC
also organized Refresher Courses in different subjects for updating and upgrading the
knowledge of teachers and to train themselves
in the latest processes, Methodologies and techniques of teaching.
Duration of Courses:- As per the UGC guidelines, Orientation Programme is of 4 weeks duration with minimum of 24 working days and 144 contact (6 hours a day); Refresher Course is of 3 weeks duration with minimum of 18 days working days and 108 contact hours (6 hours a day). Eligibility Conditions for the teachers to attend courses:-
Orientation and Refresher courses are for
in-service teachers who are eligible as per UGC-ASC rules and regulation. The newly
appointed teachers upto 6 years of continuous service are eligible for Orientation. There
after a gap of one year , such teacher may opt for Refresher course. The eligibility for
attending Refresher Course for teachers who have not attended earlier Orientation Courses
has been reduced to two years from five years. However the gap in
two successive Refresher Courses should normally be one year and may be
relaxed if adequate number of participants are not available or it is essential for the
teachers to fulfill eligibility condition for his career advancement. Participation in orientation programme is a pre-requisite for admission to Refresher Course. There after, with a gap of one year, they can opt admission to Refresher Course. Also, there should be a minimum gap of one year between two Refresher Courses.
No. of participants for each courses:-
As per UGC revised guidelines the number of
participants in a course should be 40 to 50 and the participants are drawn from the
institutions falling within the state and up to 25% are taken on all
Course contents and course coordinators: For each Refresher Course, the trust area is
given by the concerned Head of the Department in consultation with the Director of ASC. For each course , a coordinator is nominated
by the Academic Staff College Committee and/or by the Vice-Chancellor. In order to achieve the objective of the
ASCs, following Four COMPONENTS have been prescribed by the UGC for the Orientation
Courses:- v
COMPONENT A: Awareness of linkages between
Society, Environmental, Development and Education. v
COMPONENT B: Philosophy of Education, Indian
Education, Indian Education system and pedagogy. v
COMPONENT C: Resource awareness and knowledge
generation. v COMPONENT D: Management and personality Development. The courses are organized by using the following methodology:- -

Facilities Accommodation
and payment of TA/Boarding charges to the Participants The hostel type accommodation for the stay of
out-station participants was being made by the University
at University Campus, by hiring Eastern portion of Yeshwant Hostel, on rental basis from
1987 to December, 2001. Now the accommodation is being provided in the University
Quarters. The office of the ASC has been housed in the The University has also made separate
arrangement for the stay of ladypaeticipants in one of quarters for the teachers on the
University Campus, near the ASC premises. As per UGC norms, out-station participants
are paid Rs.150/- per day as boarding charges plus T.A. The local participants are paid
Rs.50/- per working day. There is adequate open space for indoor games
during leisure time on the University Campus Gymnasium play ground athletics, swimming
pool etc. are within a short walking distance from the quarters, well maintained by the
University Department of Physical Education. The class room is well equipped. Recently,
INSAT 3C Dish Antenna System receiving UGC_CEC Higher Education Channel has been launched
in the Academic Staff College. Participants would be benefited in strengthening their
skill in the field by this facility. DLP Projector, Amplifier and microphone arrangements,
over-head projectors, Slide projector, cassette player, t.V., V.C.R., Computers and other
audio-visul teaching aids are also provided wherever necessary during the lectures. Computer
Network Centre: Out of the Financial grant of Rs.
20,00,000-00 by the the UGC, the Academic Staff College has launched well equipped Computer Network Centre Professor Arun Nigavekar, Chairman of the
University Grants Commission visited the
Academic Staff College on 22nd January, 2005 and Inaugurated the Computer
Network Centre. Reading
material: Till March, 1992 as per UGC norms, books
worth of Rs.200/- to each participant were given material. From April,1992 reading
material worth of Rs.300/- per teacher participant is being given in Xeroxed or
cyclostyled bound book from. Even books are also given as Reading Material some times as
per the directives of Honble Vice-Chancellor. At present, reading material in the from of
compendium of the Lectures delivered by Resource person invited for the respective courses
is given to the participants. So also, a quarterly Bulletin is being
brought out by the ASC. Library: The ASC has separate Library which is open
from 10.30 am to 5.30pm. There are 3000 volumes and not less than 1500 readers took
advantage of the same annually. Books and Journals worth of Rs.5.50 lakhs (approximately)
have been purchased so far by the University for The University library is at a walking
distance from the Evaluation: Applications in the prescribed format are
received throughout the year from the interested and eligible teachers. As for as possible, teacher participants are
selected on seniority basis.Participants in the very first session are required to
complete one questionnaire prescribed by UGC as a part of their-Bio-data forms. These
bio-data are kept on record in bound from.
